From what I was able to make out, my foe was male and he seemed tall. The armor is now upgradeable at benefits from the steel smithing perk, meaning it can now be improved to flawless quality and beyond without the need to use exploits (Alchemy and Enchanting loop) This values correspond with the top tier strenght of enchantments you can obtain normally (through loot or with 100% Enchanting and relevant perks) The set you can obtain from Stormcloak Officers, or from Ulfric directly, now comes enchanted: 40% Two Handed increase for the gloves, 40% Archery increase from the helmet, 70 Stamina Increase from the boots and 25% Light Armor skill increase from the Armor. It still is lighter than any set of heavy armor though. Second thing was to balance out the protection: The set now provides the same protection as the best light armor available (Same rating as dragonscale armor) however this set is now the heaviest light armor available.

The first thing I did was correct the boots bug: the boots are classified as heavy armor 'thus preventing light armor perks to take effect. I set out to make the Stormcloak Officer Armor fitting to a true Son of Skyrim. It never made sense that one of the best looking armor models in the game was so difficult to effectively use, specially for what it ammounts to be the only non-leveled reward for joining the stormcloaks: a bugged, low quality light armor set. After this Oengul sends this sets of armor to Wuunferth the Unliving to increase the effectiveness of the Officer even further. He commissions Oengul War-Anvil to create the Stormcloak Officer Armor by curing the leather with a solution including Ice Wraith Teeth, giving it resistance superior to even the best of Dunmer glassworkers can create, but also making it heavier than other light armor (but still lighter than even the lightest of heavy armors available).
